Project Objectives:
The
objective of this Implementation Program is to establish
a cooperative
and information sharing mechanism among the APEC member
economies for
energy supply systems in response to earthquakes.
It will be accomplished by
establishing a comprehensive information system through
the Internet, by exchanging experiences on preventing
the collapse of energy supply systems
during earthquakes, and lessons from restoration efforts
after earthquakes.
Such cooperation would enhance the capacity of member
economies to prepare for earthquakes and to lessen
the damage to energy supply systems in the event of
an earthquake. This program will be implemented in
three phases. Chinese Taipei will be the responsible
economy for Phase 1 of this program and provide all
costs for its implementation. Phase 1 will consist
of:
(i)
Hold a workshop on earthquake response cooperation
in the Asia-Pacific
region, to promote mutual understanding of response
systems and capacity, as well as related regulations
and experiences from major earthquakes. Topics will
cover:
(a)
Developing an earthquake response system for energy
supplies and capacity building;
(b) Related regulations for energy facilities and
earthquake resistance;
(c) Response experiences for energy supplies following
major earthquake damage;
(d) Monitoring and immediate response systems for
energy facilities.
The
workshop will be held in July 2001 by Chinese Taipei,
which will be
responsible for the preparation costs. Experts from
the APEC region will be
invited, and designated representatives from member
economies will participate in this workshop.
(ii)
Compile, analyze, and translate into English related
information of
earthquake response systems for energy supply from
member economies,
including response organizations, capacity and resources,
for reference by
member economies in responding to energy related emergencies
and restoration after earthquakes. Main organizations
for reference will at least include:
(a)
The APEC Emergency Preparedness, particularly relevant
projects under the Industrial Science and Technology
Working Group, such as APEC Cooperation for Earthquake
Simulation (led by Australia), and Collaborative
Research in Disaster Prevention (led by Japan, with
an emphasis on earthquakes);
(b) The Asian Disaster Reduction Center, established
in 1998 at Kobe, Japan, in response to the International
Decade for Natural Disaster Reduction (IDNDR), to
promote information exchange and regional cooperation;
(c) The Asian Disaster Preparedness Center, established
in 1986 in Thailand, to strengthen regional capacity
for disaster mitigation through training, education,
and technical assistance;
(d) The Federal Emergency Management Agency (FEMA)
and the Central United States Earthquake Consortium
(CUSEC);
(e) Emergency Preparedness Canada (EPC);
(f) Emergency Management Australia (EMA)
(iii)
Establish a framework for an information website on
the Internet on
earthquake response for energy systems in the Asia-Pacific
region, with links to the APEC Emergency Preparedness
system. This will provide member
economies convenient access to related information
and analysis.
(iv) Investigate member economies which voluntarily
participate in this program and collect relevant information
on their response systems and windows, as well as
analyze the feasibility of establishing a cooperative
mechanism.

Relationship to APEC Initiatives:
In 1998, APEC Ministers endorsed the ˇ§APEC Framework
for Capacity Building Initiatives on Emergency Preparedness.ˇ¨
The purpose is to enhance preventive and responsive
measures for natural disasters through improved information
sharing and capacity building among APEC member economies.
The framework specifies that APEC activities and projects
should complement the structures and procedures of
existing organizations that are active in the area
of emergency preparedness. Under this framework, an
Internet site of the APEC Emergency Preparedness has
been established, with Australia as host, to provide
information sharing among APEC member economies. The
site includes emergency response contacts of member
economies, links to relevant regulations and research
organizations, and informationon related activities
being implemented by APEC working groups. So far,
the Industrial Science and Technology, Marine Resources
Conservation, Telecommunications, and Transportation
Working Groups have provided related information.
In
April 2000, EWG 19 endorsed the cooperation initiative
to address earthquake preventive and response measures
for energy supply systems, noting that the program
development should consider the existing APEC framework
for emergency preparedness. The initiative was also
included in the APEC Energy Ministers Declaration
on May 12, 2000. Taking the above into consideration,
a 3-year Implementation Program was drafted to meet
the objectives of the initiative. This project plan
covers Phase 1 of the program, and project plans for
Phase 2 and 3 will be developed at a later time.

Not applicable. The project is 100% self-funded by
Chinese Taipei.

Institutions that will benefit:
APEC
member economies that suffer from frequent or potential
earthquakes
will benefit from the information sharing as a result
of this project. The comprehensive information will
allow member economies obtain effective
assistance from each other whenever needed.
07.
Involvement of private sector and non-governmental
organizations:
This
project will actively encourage and promote participation
of private
sector and non-governmental organizations at the workshop.

APEC Values:
From
the sharing of information and experiences and the
process of mutual
assistance, all APEC member economies will strengthen
their capacity to
prepare for disasters and to carry out rescue and
restoration efforts. Overall, it will lessen the damages
to energy systems from earthquakes and increase
energy supply security in the region.

Relationship to other projects:
This
project could draw upon several projects under the
APEC Emergency Preparedness project, including APEC
Cooperation for Earthquake Simulation
and Collaborative Research in Disaster Prevention
by the Industrial Science
and Technology Working Group.

Project Deliverables:
The
main deliverable from Phase 1 of this project will
be a Report on
Planning of Earthquake Response and Resources System
in the Asia-Pacific
Region.

Project Methodology Description (Phase 1):
(i)
Hold a workshop for sharing of experiences, with
focus on existing response systems of member economies,
as well as capacity, related regulations, and monitoring
and emergency response systems for energy facilities.
(ii) Compile and further analyze existing response
systems and rescue resources of member economies,
for mutual learning and assistance resources in
the event of an emergency.

workshop;
(ii) EWG announces project activities;
(iii) Hold a workshop;
(iv) Compile workshop results and analyze related
information; and
(v) Distribute results of the project.

on Planning of Earthquake Response and Resources
System in the Asia-Pacific Region, and deliver to
EWG members for comments.
(vi) November 2001 - Preparation of Final Report.
(vii) December 2001 - Presentation of Final Report.

Phase
1 of this program will be sponsored by Chinese Taipei.
Participation
and contributions by all member economies will be
encouraged.
